CLASSIFICATION STATUS: Full time, Non-Exempt

SALARY: Anticipated hiring range of $56,031 – $64,436 D.O.E

 

MAJOR FUNCTION:

The Network Solutions Specialist – Tier III will provide advanced technical support to end users in a desktop, server, and infrastructure environment. The Network Solutions Specialist plans, designs, installs, and maintains the city’s technology infrastructure including server and pc hardware, SAN and NAS systems, operating systems, communication hardware, email, and the audio-visual system. As a key member of the TS team, the individual in this position is responsible for the implementation and management of network solutions and maintaining network documentation.

 

ESSENTIAL FUNCTIONS:

Specific tasks on a day-to-day basis will reflect the overall areas of expertise for this position.

  • Designs, implements, and maintains computer systems and network infrastructure.
  • Manages servers, networks, and security protocols, including firewall configuration, network routing, and VPN access.
  • Performs routine maintenance and upgrades on servers, software, and hardware.
  • Monitors and troubleshoots network performance issues, and work with the team to resolve problems quickly.
  • Creates and maintains system and network documentation, including user manuals and technical procedures.
  • Collaborates with other IT professionals to develop and implement technology strategies that align with business goals.
  • Manages Active Directory, Exchange, and other server applications.
  • Manages virtualization technologies such as VMware or Hyper-V.
  • Manages and monitors backup of servers and data.
  • Manages and monitors the storage infrastructure.
  • Manages the network infrastructure, including switches and routers.
  • Develops network installations. Monitors and evaluates networks performance, forecasts growth and capacity planning for networks, computer systems and includes LAN/WAN systems, servers, computers, communication systems and distributed processing systems.
  • Performs maintenance, configuration, and repair on system hardware including virtual servers and devices, servers and server clusters, SAN and NAS systems, PC’s and attached peripherals, switches, routers and firewalls.
  • Provides leadership, direction and support to other staff in matters pertaining to network issues and related user issues.
  • Manages system and data backup and retrieval using backup software, disk-2-tape, disk-2-disk, cloud and other backup devices as necessary. Reviews backup logs, troubleshoots, and resolves problems involving server backups.
  • Coordinates schedules for maintenance, backups, and installations with other departments to minimize downtime and system impact to users.
  • Reviews procedures and documentation keeping them current with system levels.
  • Provides technical support to users for networked systems and software.
  • Consults with departments on hardware and software needs.
  • Researches new technology and possible new services to users and staff. Evaluates existing and proposed systems for consolidation where possible.
  • Develops project proposals for implementation of new technology and services, upgrades and enhancements to existing systems, and other major changes to the systems. Proposals will include time, schedules, equipment, and costs.
  • Updates and maintains system inventories, including hardware and software.
  • Serves as an escalation point for the Helpdesk Technicians both during business hours and on call.
  • Attends City meetings to run the audio-visual equipment as needed.
  • Serves as a member of the Emergency Response Team.
  • Completes research projects as assigned by the Technology Solutions Manager and Tech Solutions Director.
  • Assists with administrative assignments to support the operations.
  • Performs other duties as assigned.

 

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities:

  • Knowledge of Windows operating systems up to Windows 11
  • Experience supporting Windows 10/11.
  • Knowledge and experience supporting Windows Server.
  • Experience with Microsoft Exchange
  • Experience with Microsoft O365
  • Experience with Active Directory
  • Understanding of network switches, routers, and firewalls is required.
  • Troubleshooting, project management, initiative and professionalism are of utmost importance.
  • Experience with troubleshooting, repairing and performing preventative maintenance for PC’s, laptops, printers and copiers.
  • Strong understanding of network security best practices
  • Experience troubleshooting VPN
  • Strong understanding of network protocols BGP/OSPF
  • Wireless troubleshooting and configuration experience.
  • Experience with firewall configuration.
  • Experience with VOIP cloud systems.
  • Ability to follow established standards and make suggestions for improvement.
  • Superior communication, interpersonal skills, and ability to effectively produce user documentation.
  • Desire to learn and expand existing technology expertise.
  • Ability to adapt to new technology as necessary.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and vendors.
  • Ability to work independently and unsupervised from time to time.
  • Ability to be on call and work a flex hour schedule.
  • Ability to accurately perform detailed tasks and adjust and adapt to changing work processes.
  • Knowledge of principles and methods applied to database infrastructure, planning, implementation, maintenance, and management.

 

TRAINING, CERTIFICATIONS, AND EXPERIENCE:

Bachelor’s degree in computer science or information technology strongly preferred. A minimum of five to eight years of experience in the field of Information Technology including network and systems administration. Should possess or have the ability to acquire within 8 months Microsoft Certification such as MCP, MCSA MCSE or CompTIA Network+, etc.

 

SPECIAL REQUIREMENTS:

  • Must possess a valid Florida driver’s license.
  • Must maintain a valid personal telephone number.
  • May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department.
  • The ability to operate a motor vehicle to conduct site visits, pickup or deliver computer components, or perform other work activities.
  • This position is to be considered “essential personnel” and is required to report to duty for emergency situations such as floods, hurricanes, tornadoes, sinkholes, water/sewer breaks and other crises to provide for public safety.
  • Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster.
  • This position is part of an on-call rotation and is required to carry a city issued cell phone.

 

PHYSICAL DEMANDS:

Physical Ability:

Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-25 pounds).

Sensory Requirements:

The job requires normal visual acuity and field of vision, hearing, speaking, the ability to perceive and discriminate colors or shades of colors, sense of smell, depth perception and texture perception. Some tasks require the ability to perceive and discriminate sounds, visual cues or signals. Employees must also have the ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others.

Environmental Factors:

Performance of essential functions may require exposure to adverse environmental conditions, such as dust, odors, machinery, electric currents, bright/dim light, or traffic hazards. The noise level in the work environment is usually moderate.

Ability to deal with routine deadlines, occupational problems and frustrated users. Tact and respect are always required when dealing with users, fellow employees, department heads, constitutional officers, the general public and all other persons or entities.
