CRA Plan Update Background
The City of New Port Richey Community Redevelopment Agency has grown the thriving business community in the City of New Port Richey. We are looking toward the future and will host focus groups, public workshops, and public hearings with an updated plan anticipated by March of 2023.
In May of 2022, the City of New Port Richey Community Redevelopment Agency (CRA) issued a Request for Proposals (RFP) seeking a qualified firm to prepare a Community Redevelopment Plan Update. Several firms submitted proposals, and after evaluation and firm presentations, the CRA and City selected Stantec Consulting, Inc.
Once completed the Plan Update will help guide future CRA initiatives and investments, be used as a tool in promoting economic development, and will work in collaboration with the City to maximize public investment to positively impact New Port Richey.
It is the intent of the CRA to complete the Plan Update in March 2023.
CRA Plan Update
A CRA Plan or Plan Update combines both a community vision plan and implementation plan in one working document. Those that are most successful are ones developed with meaningful public involvement and reflect the specific needs and diversity of each community, and the neighborhoods within its CRA.
In prior years, the CRA and City have updated the CRA Plan and completed other planning studies that will be used as the basis for the current Plan Update. These will be expanded through a public involvement process to identify additional areas of redevelopment emphasis, changes to current areas of redevelopment emphasis, and those that may have been completed.
Based on these previous Plans, the redevelopment priorities will continue to include downtown, the US Highway 10 corridor, and various catalyst sites within the City. It is also the intent of this Plan Update to identify any other unmet needs within the City and expand investment within residential neighborhoods.
In addition to being a tool for the CRA and City, CRA Plans must also comply with specific requirements included in the Community Redevelopment Act of 1969, Chapter 163, Pa rt III, Florida Statutes.
There will be several specific tasks included within this process:

· Evaluation of the CRA Boundary
· Development or Refinement of the CRA Vision, Goals, Objectives, and Policies
· Development of a Five-Year Capital Budget & Funding Mechanisms
· Review and Update Grant Programs

· Finalize the Plan Update

Business grants are a source of funding for property owners and occupants to renovate their buildings within the City of New Port Richey. Business grants stimulate job creation, promote property improvements, and lead to higher property values. The outcome is an enhanced quality of life for the City's residents.
Funds are granted based on the capacity of the City Budget, and approval by the Economic Development Department before the start of work. Once approved, projects must be started within 60 days of a building permit being issued, or be completed within 12 months of signing the Grant Agreement (unless a written extension is requested and approved). Business grants are distributed as reimbursements once the project is completed.
The City will cease its review of grant applications for the current fiscal year once the fiscal year's grant funds have been completely allocated. Applicants are encouraged to re-submit at the start of the new fiscal year in October.

This grant provides incentives to property and business owners, in the form of a grant award, for improving the exterior of commercial buildings including signage, awnings, parking lots and landscaping to encourage retention and relocation of businesses to target areas within the Redevelopment Area, increase occupancy, improve appearance, and meet commercial codes.
Eligible projects may receive grant award of up to 50% of the cost of materials and professional contracted labor for pre-approved and completed exterior renovations. Each store front/business address is eligible for a maximum of $25,000 over a two year period. Once an application has been submitted for reimbursement, it will take up to 30 business days to process.
The Commercial Interior Build-Out Program is designed to provide financial assistance to new and existing businesses in the form of a grant award intended to reduce the initial costs associated with the repair and rehabilitation of buildings or other improvements in accordance with the CRA Community Redevelopment Plan. Improvements paid for by the CRA must be permanent and stay with the building.
The Commercial Interior Build-Out Grant Program offers financial assistance in the form of a (50%) grant up to $25,000 to the landlord or business owner for eligible expenses associated with the construction or renovation of the interior elements of the commercial operating space. Each store front/business address is eligible for a maximum of $25,000 over a two year period.
The purpose of the Upper Floor Residential Program is to provide incentives in the form of grant awards to encourage the conversion of upper floors of existing commercial structures to residential units in the Downtown Zoned Redevelopment Area. The development of additional residential units is encouraged to support the development of a mixed use environment.
Eligible projects may receive 50% of approved projects for up to $7,500 per unit. . Once an application has been submitted for reimbursement, it will take up to 30 business days to process.
The Commercial Landscape Improvement Grant Program is designed to help facilitate the enhancement of new businesses and existing businesses within the New Port Richey Community Redevelopment Agency (the “CRA”) District. The program is designed to provide financial assistance to new and existing businesses in the form of a grant award intended to reduce the costs for landscaping improvements that result in more visually appealing commercial properties in accordance with the CRA Community Redevelopment Plan.
The Commercial Landscape Improvement Grant Program offers financial assistance in the form of a (50%) grant award up to $25,000 to the landlord or business owner for eligible expenses associated with improving the external appearance of their business and to encourage businesses to invest in their operations.
Commercial Redevelopment, Infill and Business Expansion Grant
The goal of this incentive is to facilitate the redevelopment of blighted or underutilized buildings in the CRA, infilling of vacant lots in the downtown area, and the expansion of existing businesses into underutilized or vacant space (tenants or property owners).
Grant funds shall be capped at 20% of the overall cost of the redevelopment project or a maximum of $100,000.
Funding is limited by the amount budgeted in the CRA each year.
Each grant award is subject to approval by the CRA board.
The Commercial Real Estate Redevelopment Grant is a CRA incentive program that serves to support private redevelopment projects with a $500,000 minimum in capital investment. This program is designed to support difficult redevelopment projects that would not happen without CRA assistance at some level.
Grant funds shall be capped at 20% of the overall cost of the redevelopment project or a maximum of $100,000.
Funding is limited by the amount budgeted in the CRA each year.
Each grant award is subject to approval by the CRA board.
The City of New Port Richey is a suburb of Tampa, St. Petersburg, and Clearwater, and is considered part of the Tampa-St. Pete-Clearwater Metropolitan Statistical Area. Located on the west coast of Pasco County, the City has direct access to the Gulf of Mexico and Florida’s best beaches.
New Port Richey has 10 parks within its 4 square miles – three are dog-friendly, and several are nestled along the banks of the Pithlachascotee River that flows through the City. The city-owned parks contain recreational amenities, pavilions, playgrounds, trails, kayak slips, and boat launches. The Parks and Recreation Department oversees a full range of classes, leagues, and events throughout the year, in addition to operating a state of the art, 35,000 square foot recreation center with four pools, a 28-foot water slide, tennis courts, an outdoor skate park, event rooms, and a gymnasium. The City of New Port Richey offers one of the best locations for businesses and families to live, work, and play in Central Florida.
Convenient Geography
Our location provides residents and commuters access to all of Florida via several major roadways, including immediate access to State Road 54 and US Highway 19. The Suncoast Parkway, I-275, and I-75, which connects the west coast of the State, are both a short distance from the City. We are also near I-4, which connects the west and east coasts of Central Florida. Two major airports, Tampa International and St. Pete-Clearwater, are both within an hour.
There are several nearby colleges and universities that offer degrees from associate to doctorate level, as well as continuing education and career certificate programs:
The City is home to a vibrant downtown with a full array of dining and entertainment options. The downtown district is fast-growing and has attracted millions of dollars in investment by entrepreneurs and developers. New Port Richey is also bisected by the US Highway 19 commercial corridor, which contains retail plazas, restaurants, grocery stores, and professional services. The City is home to national chains as well as a strong local business community. It is close to several large shopping malls, world-class entertainment (Straz Theater, Amalie Arena, and Clearwater Aquarium), theme parks (Busch Gardens), sporting events (Tampa Bay Buccaneers, Tampa Bay Lightning, Tampa Bay Rays), and award-winning restaurants.
The City is also the home of Bay Care Morton Plant North Bay Hospital, a 150-bed facility located on a state-of-the-art, recently upgraded campus. North Bay Hospital provides access to surgical facilities and state of the art imaging technologies, inpatient and outpatient care, emergency care, and a medical arts building with primary care and specialty physicians.
