City Manager

The City Manager is appointed by the City Council and serves as the Chief Administrative Officer for the City of New Port Richey. The City Manager is responsible for the implementation and oversight of the various departments of the city. These duties include making recommendations to the City Council related to the affairs of the city, prepare reports to the City Council in respect to the operations of city departments or programs, ensure that all laws, provisions of the City Charter are faithfully executed, appoint, suspend or remove any city employee subject to the law, city charter and the personnel rules of the city and act as the Executive Director of the Community Redevelopment Agency.

Leadership is provided by planning, facilitating and supervising the programs and services of the city.

The City Manager is also charged with the preparation, submittal and implementation of the Annual Budget and Capital Improvement Program.

About the City Manager

Driven by an interest in delivering quality services to communities, Debbie L. Manns brings a diverse skill set to the position of City Manager for New Port Richey, Florida.  Ms. Manns began her career with the City on June 2, 2014 and has been instrumental in several key City projects including the multi-million dollar Sims Park Improvement Project, the Recreation and Aquatic Center expansion, Fire Station No. 2 Relocation Project, Keiser University Project, Parking Structure Project, Library Improvement Project and the Residential Rental Housing Inspection Program.

 

An active member of International City Management Association, Ms. Manns received her award for thirty-five years of service in 2024.  In 2024, she received her designation as an ICMA Credentialed Manager.  Her participation in professional groups like the American Society of Public Administration, American Planning Association, Florida City and County Management Association and Urban Land Institute help keep her in touch with new programs and development trends that can improve the New Port Richey community that she serves.  Ms. Manns is a proud graduate of the 2018 Class of Leadership Pasco and a former member of the New Port Richey Rotary Club. 

 

Ms. Manns received her Bachelor of Science Degree and her MPA training from Eastern Michigan University.
