Duties & Responsibilities
The City of New Port Richey's Project Management Team oversees construction projects within New Port Richey from the first stages of planning through completion. Our Team is onsite during plan reviews, and is present during construction. With our City employees onsite, we can ensure the contractors are abiding by all contracts, permits, and that all their activities in compliance. Projects may include street improvements, sewer improvements, water, reclaimed water, private projects, and Pasco County projects (if City utilities are involved). Our Project Management Team also works closely with the Development Department for permits, such as ROW Use, Fencing, driveways, etc.

Beach St Stormwater Resiliency Improvements
- Construction Phase
- Brief Description: Inlet upgrades to intersection inlets, Installation of 36” Stormwater Pipe with outfall, and CDS Unit.
Carlton Rd., Dartmouth Rd., Berkley Rd. Resiliency Improvements
- Engineering Phase
- Brief Description: Flood control and water quality projects addressing vulnerable intersections and drainage areas.
James E. Grey Preserve Improvements - Phase I
- Engineering Phase
- Brief Description: Development of parking, restrooms, trails, and landscaping to enhance public access and connectivity.
James E. Grey Preserve Restroom Upgrades

Sims Park Improvements - LED Message Screens

City Hall & Library Exterior Updates

- Brief Description: Brick re-mortaring and window replacement as part of a building hardening initiative.
Grand Blvd Bridge Replacement
- Engineering Phase
- Brief Description: This collaborative project between the City and Pasco County involves replacing the aging Grand Blvd. bridge with a modern structure. The new bridge will align with design standards for a planned multi-use path, and utility upgrades will be completed during construction.
Grand Blvd Multi-Use Path (South) Project - Phase I
- Construction Phase
- Brief Description: The phase includes constructing a multi-use path along Grand Blvd. from Marine Pkwy to Gulf Dr., along with roadway resurfacing, lane reductions, drainage improvements, and enhancements such as landscaping, seating and decorative lighting.
Grand Blvd Mutli-Use Path (South) Project - Phase II

- Brief Description: This project focuses on designing and constructing a multi-use path along Grand Blvd., extending from the bridge north to downtown and east on Delaware Ave. to connect with the existing multi-use path on Madison St. Improvements include roadway resurfacing, lane reductions, drainage upgrades, landscaping, seating areas, and decorative lighting.

- Brief Description: Replacement of the existing facility with a modern building feature upgraded maintenance areas, charging stations, secure storage, and emergency management facilities.
New Port Richey and Pasco County Interconnect Upgrades - Phase V

- Brief Description: This project includes a critical water system interconnect, ensuring reliable backup for drinking water and fire project through valve replacements and system enhancements.
2022/2023 Water Utility System Improvements

- Brief Description: Upgrades to aging water mains to enhance reliability, fire protection, and water quality, including new transmission and distribution mains, valves, and hydrants.
2024/2025 Sewer Utility System Improvements

Town & Country - Leisure Lane Sewer Extension

- Brief Description: Installation of sewer infrastructure to provide service to 115 parcels, replacing septic systems in a flood-prone area for environmental and public health benefits.
Railroad Square Improvements - Phase I

- Brief Description: Redesign of Railroad square with enhanced pedestrian walkways, green spaces, lighting, and public gathering areas to improve accessibility and usability.
Grand Blvd Streetscape Enhancements - Phase I

- Brief Description: Assessment and enhancement of downtown streetscape elements, including a multi-use path, landscaping, seating, and traffic calming improvements.
2024 Sims Landing Improvements
- Engineering Phase
- Brief Description: Master planning and redevelopment of riverfront property, including proposed boardwalks.
Cotee River Boat Ramp
- Engineering Phase
- Brief Description: Development of a marina and boat ramp with accessory retail and residential elements.
Streetscape Improvements Floramar Terrace
- Engineering Phase
- Brief Description: Redevelops city-owned property with a multi-use path connecting to existing routes, along with parking, landscaping, decorative lighting, and irrigation improvements.
Bicycle Lane Improvements
- Engineering Phase
- Brief Description: Involves the creation of a shared use program within the City's existing roadway system that identifies and allows for the implementation of a shared use network throughout the city.
Downtown Business Wayfinding Signs
- Construction Phase
- Brief Description: Project includes the creation and implementation of a downtown business wayfinding sign program. Establish criteria for eligibility, designated locations, design specifications, fabrication and installation.
Redevelopment Streetscape Improvements
- Construction Phase
- Brief Description: Enhancement of the public realm withing the Community Redevelopment Area, including but not limited to improvements to paving and hardscape; on-street parking; curbing; sidewalks and trails; landscaping and irrigation; lighting; street furniture; related stormwater, utilities; and integrated public art.
Traffic Sign Upgrades (Annual Program)
- Construction Phase
- Brief Description: Continuation of upgrading traffic signs and post in the Downtown and Palm District areas as well as major thoroughfares to decorative antique design.
Neighborhood Improvements Project - South River Rd
- Engineering Phase
- Brief Description: Resurfacing existing roadway, installation of a 5' sidewalk system on the west side of River Rd. from Main St. to South Rd. The project also involved installation of landscape and hardscape, improved lighting, and the installation of decorative traffic signs.
LED Crosswalk Signage & Lighting
- Construction Phase
- Brief Description: Installation of an LED Crosswalk system, where needed.
2024/2025 Roadway and Parking Lot Striping Program
- Construction Phase
- Brief Description: Installation of traffic control marking on City roadways and parking lots where needed. This year's striping will be at City Hall parking areas, and the parking lot on the southwest corner of Adams St and Florida Ave.
West/East Grand Neighborhood Sidewalk Improvements
- Construction Phase
- Brief Description: Installation of approximately 10,600 linear feet of new sidewalks where there are existing gaps between sidewalk in the East and West Grand Neighborhoods from Nebraska Avenue south to Louisiana Ave, and Madison St west to Rio Dr. Project will ensure student safety and to promote a healthy lifestyle.
Neighborhood Sidewalk Improvement Program
- Construction Phase
- Brief Description: Removal and replacement of deficient sidewalks as well as the establishment of sidewalk in neighborhoods where needed. Improvements have been identified based on the City's Pavement Management Program. This year's improvmeent includes the sidewalk construction in the Heights Neighborhood and infilling in the North Grand Neighborhood.
2023/2024 Street Improvement Project

- Brief Description: Part of the City's 20-year pavement management plan, this project includes asphalt overlays, milling, and road reconstruction to improve roadway infrastructure. Streets included are Grand Blvd (Sims Ln to Broadway Ave), Maring Pkwy (US19 to Grand Blvd), Florida Ave (Madison St to Harrison St), Pennsylvania Ave (Madison St to Congress St), Harrison St (Old Main St to Indiana Ave), and Polk St (Old Main St to Indiana Ave)
