REPORTS TO: Water Distribution Section Leader/Utilities Operations Manager

CLASSIFICATION STATUS: Full-Time, Non-Exempt

SALARY: $15.75 hourly

 

MAJOR FUNCTION:

Under direct & indirect direction, assists with performing semi-skilled work in locating water, reclaimed water, sewer, storm drain, and other various City utilities. Work must be completed with close attention to detail and visual verification when all possible, of utilities that are being located by individual(s). Must be familiar with industry standards, policies, guidelines, and procedures. Employees also perform a wide variety of manual labor including the operation of construction equipment in connection with the construction and maintenance of the utility systems.

ESSENTIAL FUNCTIONS:

Specific tasks on a day to day basis will reflect the over all areas of expertise for this position.

  • Locates underground utility lines for Sunshine 811 dig tickets.
  • Uses utility maps, as-built civil engineering drawings, G.I.S. information, and various pipe and electronic locating equipment.
  • Utilizes stakes, flags, and/or paint to mark the location of underground facilities.
  • Prepares various reports, forms, and memos to document work completed, and problems encountered and/or resolved.
  • Updates City’s G.I.S. when field items are incorrect or not mapped.
  • Investigates and prepares detailed written documentation on excavations that result in damage to City facilities.
  • Assists in shut down of mains or repairs or connections.
  • Provides support and backup to the collection/distribution system staff.
  • Operates and maintains mechanical and electronic equipment.
  • Informs the public whenever possible of what his/her activities on private property will consist of if necessary prior to marking any utilities on private property.
  • Must be available to work varying schedules, overtime, and weekends.
  • Performs other duties of similar nature or level.
  • Will clean valve boxes, paint valve lids, and exercise valves.
  • GPS pinpoint with Trimble GPS handheld equipment.
  • Participates in installation, maintenance, or repair of water distribution, reclaimed water distribution, sewer collections, or similar systems; including valves and meters.
  • Taps water, reclaimed water, and sewer lines, and flushes & maintains fire hydrants, cuts pipes, and operates pumps.
  • Uses tapping machines, concrete saws, metal detectors, handsaws, pliers, shovels, and wrenches.
  • Maintains manholes, operates line-clearing equipment.
  • Operates backhoe, trencher, and other types of equipment.
  • Maintains lift stations, repairs pumps, and troubleshoots control logic problems.
  • Records work activities.
  • Turns on or off meters; discusses water or wastewater service problems with users in accordance with City policy.
  • Maintains inventory of parts on service vehicle; drives services vehicle(s) and operates radio.
  • Loads, transports, and unloads equipment.
  • Performs routine preventive maintenance on equipment.
  • Ability to be “On Call” 24-hr Emergency standby as required by rotation.
  • Performs related work as required.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities:

  • Knowledge of locating practices and procedures.
  • Knowledgeable in the laws, ordinances, standards and regulations pertaining to the Sunshine 811 – One Call system.
  • I.S., G.P.R., Radio Detection, Trimble Handheld Unit, and various other locating equipment.
  • Knowledge of the City safety procedures.
  • Knowledge of tools, fittings, and equipment used in repairing and maintaining these systems.
  • Knowledge of water distribution, reclaimed water, wastewater collection system, plumbing, or irrigation system construction and repair methods.
  • Knowledge of applicable State and City vehicle practices.
  • Ability to make sound, educated decisions.
  • Knowledge of how to operate and use a City provided Computer and Laptop.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Ability to plan, organize and prioritize daily assignments and work activities.
  • Ability to read and interpret utility maps and as-built civil engineering drawings.
  • Ability to locate underground utilities using multiple methods of locating.
  • Ability to understand and carry out written and oral instructions.
  • Ability to complete paperwork and documentation.
  • Ability to react calmly and quickly in emergency situation.
  • Ability to communicate and work with the public in a civilized and professional manner.
  • Ability to communicate and work with contractors and other locators in a civilized and professional manner.
  • Ability to document job or locate sites with use of a designated digital camera or smart phone. This includes documentation before, during, and after jobs and or locates at the supervisors discretion.  Proper filing of documentation will be kept on a computer to be determined by the supervisor.

TRAINING, CERTIFICATIONS, AND EXPERIENCE:

Any combination of education and experience equivalent to a High School diploma or G.E.D. and one year experience in performing duties involving locating underground facilities, Trimble GPS, GPR, and use of various other locating items. Familiar and with the ability to work on G.I.S. mapping systems.

SPECIAL REQUIREMENTS:

Must have a valid Florida driver’s license.  Ability to operate a motor vehicle. Employee must live close enough to the City to be able to respond to Emergency call backs and be on scene within 30 minutes. Must be able to obtain a Florida Commercial Driver’s License (CDL) Class D within 30 days from date of hire. This position is to be considered an “essential personnel” and is required to report to duty for emergency situations such as floods, hurricanes, tornadoes, sinkholes, water/sewer breaks and other crises to provide for public safety.  Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster.

PHYSICAL DEMANDS: 

Physical Ability:

This is moderate work requiring the exertion of up to 50 pounds of force occasionally, up to 30 pounds of force frequently, lifting to 50 pounds and a considerable amount of force constantly to move objects and open valves; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, and walking. Will involve routine driving to sites on streets where utilities are located.

Sensory Requirements:

Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken in order to be able to do job.  Ability to see, read, and comprehends letters, numbers, words, characters or symbols, which are both large and small. Visually acuity is required for preparing and analyzing written or computer data, visual inspections involving use of measuring devices, operation of motor vehicle and equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities. Must be very alert to the surroundings as work may be completed along busy roadways and high traffic areas. Ability to learn complex tasks and remember how to complete tasks without assistance once trained.

WORK ENVIRONMENT:

Due to the necessity of outside work being a major part of the job functions this worker is subject to inside and outside environmental conditions, noise, vibration, hazards, roadside work, and atmospheric conditions. Work environment places the employee on streets and roads often interacting with the public.
